Digitization of the debt collection extract: Efficient process design in «mein.ar.ch»

Ordering a debt collection extract is an essential administrative process for many citizens and businesses. To make this process more efficient, transparent, and user-friendly, a digital process has been developed on the «mein.ar.ch» portal. This enables end-to-end digital processing – from application submission to document delivery. The introduction of this system reduces manual effort and ensures that orders are processed quickly and reliably.

From requirement to process

A key aspect of the project was defining the process for ordering a debt collection extract. This included:

  • The design of a user-friendly form for municipalities.
  • The technical integration into the «mein.ar.ch» portal.
  • The assurance of a seamless process from application submission to the provision of the extract.

A seamless integration into the "mein.ar.ch" portal was achieved with our AFS forms, which are linked to the Swiss-wide AGOV identification solution. Furthermore, the payment provider Payrexx is used for direct payment from the AFS forms. This system was supplemented by the aforms modules inbox and relay, which enable the secure capture and transmission of application data. Furthermore, the ecosystem was expanded with the debt collection solution Collecta, the debt enforcement solution eXpert, and the business case solution Acta Nova, creating an efficient and consistent digital process. Thus, the advantages of an interoperable and modern form management system were fully utilized.

The implementation of the process followed a clearly structured procedure:

  1. Application: Citizens fill out the digital form on the portal.
  2. Status change: Automatic verification and validation of jurisdiction.
  3. Data transmission: The relevant information is sent securely to the responsible authority.
  4. Retrieval of the debt collection extract: The requested extract is generated by the authority and imported into the system.
  5. Delivery: The completed debt collection extract is made available to the applicant digitally via the portal.
  6. Payment: The transaction takes place directly via the portal, making the process efficient.
